Vision

The Development Organization "KAPODISTRIAKI DEVELOPMENT S.A." aims to play a key role in strengthening social cohesion and improving the quality of life, promoting development at a local and regional level within the administrative boundaries of its Municipalities - Shareholders and more broadly.

Purpose and object

The Development Organization "KAPODISTRIAKI DEVELOPMENT S.A." was created with the aim of contributing to the planning and implementation of development actions and projects that support the wider development goals and priorities of the Municipality of Central Corfu & Diapontian Islands and the Municipality of Paxos and to develop into a development tool for them.

The Development Organization is, in general, an organization that collects, synthesizes and redistributes information, know-how, resources and services to Local and Regional Self-Government at national and European level, citizens, businesses and professionals.

In particular, purposes of the Development Organization "KAPODISTRIAN DEVELOPMENT S.A." are:

⦁ The scientific, advisory and technical support of the Municipality of Central Corfu and Diapontia Islands and the Municipality of Paxos and other Municipalities or Regions and their Associations, with the aim of improving and modernizing the basic infrastructure of Municipalities or Regions, of municipal liaisons and legal entities of Municipalities or Regions, in order to make sustainable development possible and to promote the safety and quality of life of citizens.

⦁ The restart of social and economic life, the normalization of the consequences of crises caused by extreme health situations, the protection of public health and the strengthening of social cohesion and the local economy.

⦁ The implementation of development policies through the utilization of financial tools and the management of development, investment and special programs financed by national or EU funds, the maturation of infrastructure projects, as well as the implementation of social cohesion policies and policies to remove the effects of the economic crisis in municipal, inter-municipal or wider geographical area.

⦁ The drawing up and implementation of environmental policies aimed at the proper utilization of natural resources, the protection of the environment and the treatment of the effects of climate change, as well as the undertaking of actions to reverse the consequences on the anthropogenic, natural and economic environment from completed natural disasters and the prevention of any subsequent ones.

⦁ The design and implementation of civil protection and road safety programs, actions and infrastructures, both at the level of prevention and at the level of solving existing problems.

⦁ The Company's participation in corresponding programs or the implementation of relevant policies in an interregional or wider geographical area.

⦁ The study, recording, research and evaluation of existing structures and problems related to economic and tourist activity, the planning and implementation of effective methods and actions to upgrade the tourist product and enrich the tourist experience, highlight the historical wealth, cultural heritage and the cultural identity of the selected areas of intervention, the stimulation of economic activity and employment, the attraction of investment and the improvement of infrastructure as well as the development of new forms of alternative tourism, such as the licensing and construction of a network of diving parks.

⦁ The technical, scientific and advisory support for the utilization of municipal or public property and in particular the maturation of investment files, from a technical and financial point of view, the maturation of tender procedures, the tender process and the attraction of investors, including public-private partnerships and concessions.

⦁ The participation in program contracts, as well as the definition from the outset as an Intermediate Management Body for the implementation of business programs and the assumption of any related role, in accordance with the conditions and limitations of the applicable legislation.

⦁ Participation as a potential beneficiary in special support programs of the Ministry of the Interior.

⦁ The promotion of business, economic and generally sustainable development, as well as the development of activities to protect the environment and upgrade the quality of life.

⦁ The investigation, study and coordination of procedures and mechanisms for the production, transfer and provision of special know-how, services and support to institutions and businesses of the self-government, the public and the private sector in development issues of financing infrastructure projects, urban regeneration and social actions, as well as for the utilization and implementation of national, European and international funded programs for inter-municipal or regional purposes.

⦁ The development of initiatives and the creation of infrastructure to support entrepreneurship and the study of the market on behalf of businesses and organizations in the region.

⦁ The development of scientific activity and collaborations with educational and research institutions, the use of innovation applications and new Information and Communication Technologies as well as the development of research and development activities.

⦁ The communication, updating and presentation of information, actions and actions of public interest for the information of the public as well as the utilization of Information and Communication Technologies in this regard.

⦁ The organization of cultural and sporting events, as well as the organization or co-organization of conferences, seminars and other events.

⦁ The formulation and implementation of public health policies with the aim of planning and documenting a Unified Knowledge and Information Bank for the implementation of policies and strengthening of good practices for the promotion and prevention of health and public health with a view to sustainable development and quality of life.

⦁ The support and development of the agricultural economy and fishing, in particular the strengthening of investments and the support of entrepreneurship, and in particular the development of rural tourism and small and medium-sized enterprises, and consequently the support and utilization of locally produced products and the strengthening of the effort to transform them into branded quality products products, as well as the connection of locally produced product and tourism service.

⦁ The creation of conditions for symmetrical development from an economic, social and cultural point of view, based on local forces and private and public resources, as well as with resources and means of the European Union and the Greek State.

⦁ The planning and implementation of social policy actions and programs, aimed at the support and social care of infants, children and the elderly, the planning and implementation of policies in general and actions, related to the support of the unemployed or people from vulnerable social groups and the planning, recommendation and care for the implementation of policies and actions aimed at supporting and caring for the health of citizens and promoting mental health.

⦁ The development of initiatives and the creation of infrastructure to support entrepreneurship and the study of the market on behalf of businesses and organizations in the region.

⦁ The Expansion and support of social structures of the participating Municipalities (social grocery stores, social pharmacies, community centers, etc.).

⦁ The promotion and management of green and recreational areas.

⦁ The planning and implementation of actions to prevent and deal with climate change.

⦁ The design of RES networks.

⦁ The planning of actions for the cleanliness of the coasts and accessibility.

⦁ The planning of actions to save water resources.

⦁ The planning and implementation of environmental protection actions (reduction of waste production through their management actions in the logic of reducing the volume of waste by recycling at the source and utilization of recyclable products, awareness actions for recycling, energy saving, etc).

⦁ The promotion of electric mobility.

⦁ The exercise of the activities of articles 182 and 183 of Law 4555/2018 (Greek Law).

⦁ The administrative support of the Technical Services and Construction Services of the Municipality of Central Corfu and Diapontia Islands and the Municipality of Paxos.

⦁ The exercise of the responsibilities of the Technical Services of the Municipality of Central Corfu and the Diapontian Islands and the Municipality of Paxos, with whom a programming contract can be entered into for their administrative support in matters related to the remaining responsibilities of these services. In this case, the authority to issue the final administrative act is exercised by the Head of the Technical Service and, in the absence of a Head for any reason, by the Mayor.

⦁ The scientific, advisory and technical support of the Municipality of Central Corfu and the Diapontian Islands and the Municipality of Paxos and their associations and the maturation of projects.

⦁ The assumption of duties of the Technical Service of the Municipality of Central Corfu and Diapontia Islands and the Municipality of Paxos (conclusion, supervision and supervision of public contracts for studies and projects - article 3 of Law 4674/2020).

⦁ To propose spatial strategy plans to the competent bodies and to implement as an intermediate management body Integrated Spatial Investments (ISI), on behalf of the Municipality of Central Corfu and the Diapontian Islands and the Municipality of Paxos, subject to the special conditions of the applicable management and control system (MCS) of the respective program.

• Any other purpose related or continuous or necessary complementary or auxiliary to the above, even if not explicitly named or specified herein, as long as it does not conflict with any applicable legal provision.
